The Task Force began in 1993 and focuses on enforcement, prevention and technology to fight auto crimes. It is comprised of personnel from 13 agencies operating under the umbrella of the Tarrant County Sheriff's Office. The multi-agency teamwork has proven effective. Tarrant County's motor vehicle theft rate declined 74.6% between the creation of the ATPA with 19,411 auto thefts and 2010 with 4,917 auto thefts. The successful joint C.O.B.R.A. bait car program has logged over 900 arrests since 2006. The unit has been recognized by the International Association of Chiefs of Police for the Vehicle Theft Award of Merit and the Webber Seavey Award Program noting excellence in law enforcement worldwide.
