Used Auto Parts Recyclers (UAPRs)

Exemptions to the Title Requirement for Certain Motor Vehicles

Effective January 1, 2026, Used Auto Parts Recyclers (UAPRs) who purchase a motor vehicle without a title must submit a Used Automotive Parts Recycler's Report for Vehicles Purchased Without Title (Form VTR-341-2) to a TxDMV Regional Service Center within the required timeframe prior to dismantling the vehicle.

Eligibility Requirements

A vehicle purchased without a title may be dismantled or scrapped only if all the following are met:

  • The vehicle is at least 13 years old, and
  • The vehicle has not been registered for at least 7 years.

Note: If the vehicle does not meet these requirements, the UAPR must obtain and surrender proper ownership evidence to the TxDMV under existing procedures using the Surrendered Ownership Evidence for Vehicles to be Dismantled, Scrapped, or Destroyed (Form VTR-340).

Lien Requirements

Vehicles with liens six years old or less require a release of lien(s). If a release of lien cannot be obtained, provide notice to the local county tax assessor-collector and pay a $25 administrative fee for the county to send notice to the owner and lienholder. Form VTR-341-2 Submission Requirements

Within 24 hours of purchasing the vehicle, you must complete and submit the form through one of the following options:

  • In person to your local TxDMV Regional Service Center
  • Electronic submission to your local TxDMV Regional Service Center after an initial in-person visit

Before submitting the form electronically, all UAPRs must visit a TxDMV Regional Service Center in person for verification and approval.

Once approved for electronic submission of Form VTR-341-2 your local TxDMV Regional Service Center will provide further instructions on where to email your completed Form VTR-341-2.

UAPRs may opt to submit the paper Form VTR-341-2 in person to their nearest TxDMV Regional Service Center.

Next Steps After Submitting Form VTR-341-2

Once your local TxDMV Regional Service Center processes your Form VTR-341-2 you will receive a copy of the stamped form that should be retained for your records.

You may also be required to submit additional information to your local county tax assessor-collector office, and/or comply with specific dismantling timeframes (e.g., 3-day or 21-day requirements).
